They were recently wiped out in some kind of attack or explosive disaster. Here they attacked travelers out of distrust. They mistook the "Brothers Jalbert" for historical figures associated with the church. Dead generic Children of Atom can be found at Jalbert Brothers Disposal.This can occur at locations such as at the church in Hyde Park or a derelict building just north of College Square. The only other way to encounter generic Children of Atom is a random event which involves them fighting a group of three high-ranking Gunners.After the light is extinguished and Kingsport is claimed as a player settlement, Children of Atom will periodically spawn at the docks.They can be seen working the dock here.
